A central theme is the critical role of human judgment and organizational design in data-rich and automated environments. The research highlights that advancements like generative AI, algorithmic governance, and data-driven procurement require robust institutional structures to prevent decision overload and maintain operational stability. The papers demonstrate that digital transformation depends less on technology itself and more on clear responsibilities, information filtering, and evaluative meta-competencies. Simultaneously, the issue addresses systemic resource challenges, specifically the acute shortage of skilled workers.
